Former presidential and experienced combat pilot, COLONEL GENARO C MENOR PAF (GSC) is vying for a spot in this year’s The Outstanding Philippine Soldiers (TOPS).
The TOPS is an annual project of the Metrobank Foundation in partnership with the Rotary Club of Makati Metro to honor the exemplary achievements of our brave soldiers. To be able to compete for the prestigious title, a soldier must be nominated by a high-ranking civilian or military official.
COL MENOR was nominated by no less than LTGEN EDGAR R FALLORINA AFP, the Commanding General of the Philippine Air Force.
He graduated as Magna Cum Laude at the Philippine Military Academy in March 1990, rising as No. 1 out of 241. A proud member of the PMA “Bantay-Laya” class of 1994, he immediately joined the Philippine Air Force. He also topped his class at the AFP Command and General Staff College, besting other branches of service last 05 December 2014.
He was a former Combat Pilot of a Military Gunship Helicopter; Captain, Instructor, Test Pilot, and Flight Examiner of the S-70 Blackhawk; and Chief, Operations Officer of the 250th Presidential Airlift Wing.
During his tenure as combat pilot, he was involved in successful military air strikes against terrorist and renegade groups in Mindanao. Most notable were the successful whole day airstrikes against the members of the Misuari Renegade Group (MRG) in 2001 and against the Abu Sayyaf Group in Basilan in 1997.
Not only is he a skilled pilot, COL MENOR is also a certified financial expert and consultant. He took his Masters in Business Management, Major in Finance at the Asian Institute of Management in 2001. He was also awarded the Certified Management Accountant by the Institute of Certified Management Accountant of Australia in June 2014 and Certified Financial Consultant at the Institute of Financial Consultants-Canada in July 2015.
He furthered his knowledge in logistics and financial management by taking up several courses both local and abroad. Among these were the Combined Logistics Officers Advance Course at the US Army Logistics Management College, Virginia; Security Assistance Management-Foreign Purchaser Course in Ohio, USA; Certified Management Accounting Program at ICMA Philippines; and Governance and Financial Management Course in Australia.
Certifying the excellent accomplishments of COL MENOR are several medals and recognition that he accumulated in the years of his military service. He is a recipient of the Presidential Saber, Air Force Saber, and Joint United States Military Action Group Saber. He was also awarded several Gold Cross Medals; Distinguished Aviation Cross Medals; Bronze Cross Medals, Military Merit Medals, and Golden Aviator Award.
COL MENOR who hails from Calasiao, Pangasinan and is the current Chief/General Manager of the AFP Educational Benefit System Office (AFPEBSO).
