The AFP Educational Benefit System (AFPEBS) conducted a change Chief of office ceremony last 04 February 2015 at AFPEBS Board Room, Camp Aguinaldo, Quezon City officiated by AFP Deputy Chief of Staff LTGEN VIRGILIO O DOMINGO AFP.
The Ceremony was attended by the AFPEBS Board of Trustees and guests from HERO Foundation. During their speech former AFPEBSO Chief LTC ESTRAÑERO stated that he is thankful for being part of AFPEBS Office while the New Chief of Office LTC MENOR was being amazed of the transparency and accountability of the Office. He also assured that he will continue what has been started. On his speech he gave an acronym for the word EBSO.
E- is for EFFICIENT Customer Service – We will enhance the quality of service we will be providing to the grantees and military personnel. We will make sure that complete satisfaction will be provided by pro-active means to serve the needs of the grantees. We will enhance the speedy processing of scholarships from start to finish, from application to graduation.
B- is for Broader Reach – We will still pursue reaching out to the dependents of the battle casualties which are not yet included in the list of grantees. Likewise, we will increase the number of grantees to a supportable level. We will continue our informational drive, bringing EBSO closer to more AFP personnel. We have laid out for the whole year informational visits to the different camps and units all over the archipelago.
S –is for Sustainable Educational Programs –Sustainability and perpetuity of support to soldiers and their dependents will be our over arching goal.In order to achieve this, we need to recruit more partner program schools, colleges and universities that will offer scholarship programs. This will complement and balanced the reduced earnings of our scholarship funds. We will also embark on fund generation activities. Also, we need to scout private benefactors, donors, NGOs, and foundations that will support our scholarship program.
O- is for Organizationaldevelopment – In order that we can deliver our mandated mission, we need to enhance our internal processes, systems, doctrines, facilities, and human capital. We will take advantage of technological innovations to enhance our operations. We will have facility enhancement to promote an environment conducive to working. We will enhance the skills of our personnel through continuous training and education. We will continue with the advocacy of promoting accountability and transparency are promoted
He also feel mixed feels and we quote "For the first time, I am out of my comfort zone, out from the Philippine Air Force and being assigned at General Headquarters. I have mix feeling of excitement and apprehension. "
LTC MENOR is from the Philippine Air Force, who have achieved great success on his career by having promising credentials and being the top of the class. With his leading capabilities we can expect that the mission and vision of the AFPEBS will continue and more Soldiers’ orphan can get the chance to have educational benefits from the said office.
